That's a
Body Mass Index of just over 35, which is Obese Class II (BMI between 35 and 40). Something like 5% of the male population are in that category.
In rare cases, like offensive linemen in football, that kind of BMI means
not having the strength and agility to deal with any kind of physical confrontation. And that leads to the casual use of power-substitutes, which is what pepper spray is.
The man should have been behind a desk, not in front of a crowd of protesters. It's as simple as that.

In other words he never could have gotten a job as a real police officer, so he was a uni-cop instead, one step above a mall cop.
