They ride in separate buses, increasing the number of drones required. But what about the other passengers?

Don't be a dumbass. The war against the Nazis was a war against a state, Germany. It wasn't all that hard to distinguish Germany soldiers in, say, Poland, from Soviet soldiers or Polish underground fighters.
Not exactly parallel to the situation in Afghanistan or whatever.
