What can he legally do with the $13 million campaign war chest that he has accumulated?
Keep it.
That's a big part of the calculus with all these retirements. Their choices:
1) Burn through their war chest in an unsuccessful attempt to retain their seat in the most hostile election in a generation, or:
2) Retire and keep the money.
