If, and it's a big if, the White House is out of the picture, for their own reasons or because they've been asked, that's a sad state of affairs.

It's dead. Start over but do it incrementally. Evolution not revolution.

A complete over haul of the federal taxing structure should come first. More on this at the end.

Each of the following steps are separated by at least a year or two, so that everyone can get use to tehm.
1) Fix the Social Security donut hole and stabilize funding.
2) Veterans in rural areas have difficulty getting medical help except for long tracks to veteran hospitals in urban areas. Roll Veteran's medical into Medicare.
3) Feds take over complete funding of SCHIP making it uniform through out the nation. Easing the funding problems the states are experiencing.
4) Feds take over funding of Medicaid rolling Medicaid (and SCHIP) into Medicare.
5) Lower Medicare age to 59.
6) Raise what use to be SCHIP to 25.
7) Lower Medicare to 50.

Whose paying for all of this?
The tax code is changed. The income of individuals is taxed and corporations only pay taxes on the dividends they issue. That's right capital gains are not taxed. Rates are set in three tiers 15%, 20%, 25% with the first $100,000 not taxed. Add to this a national sales tax is added to goods and services.

Boy, that was long winded but I trying out two new years resolutions. Don't critique without an alternative solution and no name calling.

This might have worked fine under Clinton. Things this sweeping have to be implemented to really know. Now, however, there's one premise you have that is no longer operative: that economic growth will restart. If it does not the entire society will have to adjust. Actually, we are "adjusting" now; this is the implication of peak oil.

Obama is a Chicago politician. He's following the political philosophy of Mayor Richard J Daley:

Don't back no losers

Right now, Congress are the losers. They're headed into a slaughter in November. Watch Obama. He's going to distance himself from them and watch them get decimated from a distance.

Won't work. They'll just shift the income into capital gains.

National sales tax is regressive, defeating what appears to be your desire to work more progressivity into the income tax.
