SCHIEFFER: But nobody thinks that that was legal.
CHENEY: Well, no. Well, it certainly was, in the sense he wasn’t impeached.

Nixon wasn't impeached, therefore the things he did were legal.
Clinton was impeached, therefore the things he did with Monica were illegal.
Or something like that, if I understand Cheney logic.
