Smokers will be paying 1.6% of New York State's budget:

Now that the state per-pack tax has risen to $2.75. From the AP:
Cigarette taxes will raise a total of $1.3 billion for the state budget in fiscal year 2008-2009, including the new tax.
The state budget is expected to be $81 billion.

It's certainly good that poor, addicted people will be funding the government instead of wealthy millionaires. That's because smoking is morally suspect and as pariahs they deserve to suffer.
