Bill Clinton has probably been obsessing over this story since it broke, and what he said was probably an exact description of the constructed rationalization in his head allowing him to believe that Hillary had an innocent lapse of memory and did not deliberately embellish the story.
I don't think that what Bill said was so much intended as a lie as it was an expression of what he wished the circumstances were.
Unfortunately, this episode leaves the impression that both Clintons are current campaigning on the basis of fantasy mental constructs. What is it with those two?
Just remember, folks, memory is the second thing to go as we age.
If her mental faculties are faulty at the end of the day, they must be a wreck at 3am. It's probably worse for Bill's second choice candidate, McCain.
