Well let's see:
Provincial election law: Nope, VPs sent it back to parliament. 0
Oil revenue sharing accord: Nowhere in sight. 0
Pension and amnesty laws: A law was enacted, but it did the opposite of what it was supposed to do. -1
Annual federal budgets: Yes, but they're largely fictitious since most of the money goes to corruption. .5
Sunni volunteers hired into the security forces: Nope. 0
Kirkuk referendum: 0
Purging extremists from the government: 0
I think O'Hanlon misplaced a decimal point there.
