David Broder has the answer:

Who cares if elections are being manipulated by the party in power? For Broder, it's all about bipartisanship. No matter what the stakes.

Wait, I thought the Republicans taught us that whoever has a 51% majority has a clear mandate and the right to ignore any rules or precedents that would diminish it...
