Iraq has 18 provinces (or
Governates). So 2 out of 18 is a mere 11%. It's as if, here in the U.S., five or six governors were dispatched by road bombs. That wouldn't be a big deal, right?

In Bush's words,"Things getting improves in Iraq". Bomb killings of government officials, innocent publics and others are became very normal incidents in Iraq. This kind of incidents are inevitable until stable government form in Iraq only by the support of Iraqis.
