I respectfully disagree. I think he always wanted to be Mr. Fun-Time President. "Hey, let's have a beer, Stretch!" And you can see him decide right there in that picture, "I'm a gonna fuck some sand niggers UP!" Now, Cheney, he always wanted to be the War (Vice) President.
