Say it in plain English!All this talk about whether or not the president can remove U.S. Attorneys for "policy", "political", or "partisan" reasons fogs up the issue. Just say what it is:
Bush wanted to use the Department of Justice to affect the outcome of elections.
NOTE: "Partisan" is almost the right word, but has a whif of "policy" about it. This is not a dispute about the right of the president to shape policy. It's about thwarting the democratic process.

Ha ha. My guess is that Bush's purge *is* going to affect an election.
He wanted to use U.S. Attorneys to go after his political enemies, and to prop up his cronies. Just like Nixon.
