Yes, we are aware that the declaration of the state of emergency listed parishes that were inland and not on the coast.



To which we say, the declaration should apply to the whole state of Louisiana. If Bush is going to try and weasel out by claiming that he didn't authorize disaster relief for those coastline parishes, then he's guilty of murder, pure and simple.

Wow. I'd copied that declaration off the White House site the other day, but never compared the counties declared against the map. Geesh! I don't think it was mere incompetence, I think it was a deliberate act.

But, on the other hand, why didn't anyone in the state of Louisiana mention this discrepency before??

I don't think that map is correct. But it might have been drawn because of the poorly written declaration of emergency. I think it said "including" those parishes and it was read to "exclude" the coastal parishes. This is just my theory and I'm not sure it's correct.

On a second reading of Blanco's request it may simply be that the FEMA people misread her request as she didn't enumerate the Parish's by name.

From Title V of the Stafford Act which is referred to in the declaration of emergency:

"Sec. 501. (a) Request and Declaration. All requests for a declaration by the President that an emergency exists shall be made by the Governor of the affected State. Such a request shall be based on a finding that the situation is of such severity and magnitude that effective response is beyond the capabilities of the State and the affected local governments and that Federal assistance is necessary. As part of such request, and as a prerequisite to emergency assistance under this Act, the Governor shall take appropriate action under State law and direct execution of the State's emergency plan. The Governor shall furnish information describing the State and local efforts and resources which have been or will be used to alleviate the emergency, and define the type and extent of Federal aid required. Based upon such Governor's request, the President may declare that an emergency exists."

Bush is just forwarding what the governor sent him.

State of Emergency PDF

Pursuant to the Louisiana Homeland Security and Emergency Assistance and Disaster Act, R.S. 29:721, et seq., a state of emergency is declared to exist in the state of Louisiana as Hurricane Katrina poses an imminent threat, carrying severe storms, high winds, and torrential rain that may cause flooding and damage to private property and public facilities, and threaten the safety and security of the citizens of the state of Louisiana

Blanco declared an Emergency in the STATE OF LOUISIANA.

The counties listed were in an ADDENDUM to that declaration, and were probably listed to make sure that those counties received attention, even though the primary danger was to the souther, coastal counties and parishes.

No dodge available there. None.

In that declaration, the counties are listed with the exclusion of the Southern Counties and Parishes...but the first paragraph of the document contains this:

The President today declared an emergency exists in the State of Louisiana

On August 28, Blanco sent this request for federal aid - PDF to the Federal Government, in which the southern/coastal Parishes are specifically named and identified.

At the moment that Bush declared a State of Emergency, the National Response Plan under the Stafford Act, indicates that, in fact, the primary responsibility for leading, coordinating, and responding to the disaster falls onto the Federal Agencies (DHS, FEMA).

Period.

The buck stops there.

so has anyone done a side by side map of the listed counties and the vote tallies from them for the 2004 election? on a first glance it looks like the more republican the vote count the more likely they were to be on the WH list. SOP for RoveCo and Florida Election Management Agency
