10 billion euros is a lot to spend on a 50-50 chance of success (ie, they have no idea if it will work or not). Think of what 10 billion could do if applied to other sustainable energy technologies.

Fusion is hopeless. Produces neutrons, which will destroy the reactor in time. (Unless you use helium-3, which doesn't exist in great quantities on earth.)
